CCU Trust (Cambodia), Co Ltd. was incorporated in 2024, following the enactment of the Law of Trust in 2019, which allows foreigners to register their fixed assets with trustee companies in Cambodia. Our specialized license includes commercial services, approved by the Trust Regulator.

We are a subsidiary company of CCU Commercial Bank, a bank in Cambodia and part of the strategic business partners, including Cambodia Airways, Richeng Consulting and Investment and CB Insurance.

Over the past two decades, Cambodia has experienced robust economic growth facilitated by extensive global market access and strategic economic policies, particularly in finance and real estate. This trajectory of growth signals ongoing expansion and actively encourages foreign investment. Consequently, trusts have emerged as a significant tool in Cambodia's financial landscape, underscored by the recent enactment of the Trust Law.

The Trust Law, promulgated on January 2, 2019, through Royal Decree Nº NS/RKM/ 0119/002, aims to regulate the establishment, registration, management, and oversight of four distinct types of trusts: Commercial Trusts, Public Trusts, Social Trusts, and Personal Trusts. Each type of trust is governed by detailed regulations that delineate the rights, duties, and responsibilities of the grantor (trustor), trustee, and beneficiaries, providing clarity on their respective roles and objectives.

Commercial Trusts are established to generate profits for the benefit of the contributor or designated individuals, encompassing educational funds, pension funds, property savings services, or employee share plans. Public Trusts, on the other hand, focus on benefiting the Cambodian people, particularly in sectors like banking, microfinance, and public welfare, overseen by appointed trustees under specified conditions.

Social Trusts serve to support cultural, educational, humanitarian, religious, or scientific initiatives by transferring property from a trustor to a trustee for societal benefit.

Personal Trusts, meanwhile, are established for the benefit of the trustor or specified individuals, where the trustor transfers property or funds to a trustee for designated purposes.

Regulation of these trusts falls under the purview of the Ministry of Economy and Finance (MEF), which acts as the regulatory authority responsible for overseeing trust operations. According to the Trust Law, trusts must be registered with the MEF within three months of their establishment, subject to approval from other relevant regulators. Detailed procedures for registration are outlined in subordinate decrees, ensuring adherence to regulatory standards and fostering transparency in trust management in Cambodia.
